Vegreville Town Council voted on March 30th,2016 to accept the recommendations of the Remuneration Committee. The Committee, comprised of 2 councilors and 3 Vegreville citizens, created three separate policies to provide Town administration clear policy direction. This ad-hoc Committee conducted the second independent review of Council compensation for this term’s elected officials serving from 2013-2017.
It was a difficult task to approve Council pay increases given the current global financial climate but Council accepted the recommendations of the Council Remuneration Committee to approve moderate wage increases. Council wages had remained the same since 2012 and the Mayor’s remuneration had not changed since 2008. In the interest of attracting
competent potential councilors and Mayoralty candidates, responsibly managing public dollars, and providing clear guidelines to administration, Council therefore passed the Travel and Expenses, Council Remuneration, and Council Professional Development Policies.
The Travel and Expenses Policy defines the amounts and limitations of meal allowances, mileage compensation, and subsistence expenses for elected officials. These amounts will remain at the existing rates, similar to the provincially suggested amounts by The Alberta Urban Municipalities Association. As in each of the policy considerations comparisons with a variety of other communities was used.
The Council Remuneration Policy is intended to provide clear direction about the remuneration, benefits, and reimbursements of business expenses Members of Council receive while undertaking their official role as elected officials for the Town of Vegreville. Specific definitions about meetings as well as what activities are included in the monthly honorarium are all explained in this document.
Changes in this policy area will take place January 2017, namely that the Mayor’s salary increase is $250 per month resulting in a monthly honorarium of $3750. Councilors will receive a $100 per month increase bringing their compensation to $1200 per month.
Finally, the Council Professional Development policy provides guidelines for the attendance at appropriate conferences, workshops, seminars, and educational opportunities for Elected Officials. This policy reflects the Council desire to prudently demonstrate the financial implication of each Elected Official’s attendance at a conference including the cost of
registration, per diem rate, mileage, and expenditures. Each councilor will be required to accurately account for their course attendance which must be directly related to Town business in the capacity as an elected official and benefit the citizens of Vegreville. Insert link
Council tried to strike the balance between being fiscally responsible with tax payer dollars while simultaneously compensate Elected Officials for the work they perform. It is a delicate balance and Council thanks the public members of the committee for their insight and recommendations.
