The Town of Vegreville received a letter on June 25, 2014 from Shirley Kercher expressing concern over children crossing Highway 16A at 51 Street to get to AL Horton and requesting the Town make the crosswalk more visible.

During the 2015 Budget process it was determined that a wired flashing indicator that went over the highway would cost approximately $50,000 per side. It was decided that the Public Works Department would look for a more affordable alternative.

Through discussions with suppliers and Alberta Transportation, a solar powered Rapid Rectangular Flashing Beacon (RRFB) was selected for the 2016 Budget process. Alberta Transportation indicated that they would use Vegreville as a trial for these systems for other locations on Alberta highways.

Alberta Transportation informed the Town that they would require a pedestrian count for this intersection. The Town decided that foot traffic would be higher in the spring and completed the pedestrian count in May of 2016.

On August 31, 2016, the Town received approval from Alberta Transportation to install the solar RRFB system as a trial to determine their effectiveness and potential to be placed in other locations on Alberta highways.

Following Alberta Transportation’s approval the RRFB’s were ordered.

Upon a site inspection for the installation, it was determined that it would be best to utilize a current ATCO Electric light standard. The local ATCO office was contacted and on November 15, 2016, the Town received their permission to utilize their light standard.

ATCO Electric crews assisted the Town with the crosswalk anchor installations.

Installation of the RRFB by Town crews was completed on November 22, 2016.

On November 25, 2016, a formal request was submitted to Alberta Transportation for the installation of permanent crosswalk markings on Highway 16A.

On November 25, 2016, Shirley Kercher was contacted to inform her that the lights had been installed and she was informed of the steps taken above to complete the project.
